The City Commission will continue discussing housing growth at its Monday night meeting.
Commissioners have been discussing the use of a Reinvestment Housing Incentive District financing mechanism, which captures incremental property tax generation on new developments to go toward the public improvements within the district. Property owners/developers can request use of this funding.
The Holladay property in central Eudora, approximately 61 acres of undeveloped land situated between two established neighborhoods, was included in the original housing district designations, according to the meeting agenda.
Since then, there has been interest to develop the property for residential use. There are properties abutting the Holladay lot to the west and southeast that would need to be incorporated into a potential development in order to provide street and utility connectivity, according to the agenda. These areas are included in the memo that commissioners will consider Monday night.
Before a property can use the tool, the city will need to designate them as an eligible area through this resolution. The state then also has to approve, Interim City Manager Zack Daniel said. This resolution won’t establish the districts, just allows for the future use of the properties for a district.
The city also will receive an update Monday night on utility funds in reference to budget 2026 planning.
Following the business items, commissioners will have a work session to discuss electrical standards in town. They will discuss regulations related to new light poles in a presentation proposed by the Public Works department. This discussion will reference plans for light poles in the new development that comes to town.
The meeting will be at 7 p.m at City Hall.
