The City Commission will consider a motion to set a public hearing regarding the exceed the revenue neutral rate at its Monday night meeting. The city is currently planning to propose a flat mill rate for the 2026 budget, though.
If approved, the public hearing would be noticed for Sept. 8.
If the city did not exceed the revenue neutral rate, it would be foregoing approximately $169,333 in revenue used to support general operations and debt-financed projects.
The motion regarding the revenue neutral rate does not finalize the mill rate, but represents the maximum levy that could be considered.
In other business, the City Commission will continue its public hearing regarding the reinvestment housing incentive district north of Shadow Ridge.
The public hearing was originally opened on Feb. 24 and extended to May 12 to allow the city to approve a charter ordinance regarding incremental property tax collection to be codified and gave the project developers additional time for negotiations with neighboring properties.
Residents will be able to share any public comment with the commission before the hearing is officially closed. There is no more action for the district included in the meeting.
The city will also discuss an updated fee schedule and discuss development of the 2026 budget.
The commission will also consider entering into a contract for maintenance of city water wells.
The city will also review adopting a transportation safety action plan in collaboration with Lawrence and Baldwin City.
The commission will also go into executive session to discuss Interim City Manager Zack Daniel’s contract.
