
City commissioners received next steps in making improvements to Pilla Park during Monday night’s meeting.
A neighborhood survey was done to determine if the area met the income requirements to be eligible for a community development block grant. The results of the survey are not finalized, but the company completing the study, Government Assistance Services, said they are confident the neighborhood is eligible. The official results will come within the week.
Parks and Recreation Director Sally Pennington said the timeline for the project has been pushed back three or four months.
“So that’s the downfall but very optimistic with how it’s going and that we could be rewarded this and so we think it’s worth it still,” Pennington said.
The application deadline is now due in September instead of May, with the announcement coming in late November.
If everything goes according to plan, the existing equipment could be pulled out at the end of the year.
The city also voted to update the master fee schedule to include a commercial solar base fee. Previously, the city only had residential base structures but had interest from commercial businesses to add solar to their business, Public Works Director Branden Boyd said.
Here are the new additions:
Commercial Single Phase $45.00
Commercial Three Phase: < 10,000 kWh $61.80
Commercial Three Phase: >10,000 but < 200,000 kWh $125.00
Solar renewable parallel generation surplus energy buyback -$0.0530/kWh
The City Commission also set a public hearing for April 22 to discuss the tax increment financing district for the Nottingham development. The commission did not approve the actual project plan Monday night and just authorized the hearing.
Last week, the Planning Commission saw the same plan and voted that it matched the city’s comprehensive plan.
At the planning meeting, Assistant City Manager Zack Daniel said the city had been collecting revenue from the site the whole time. The city is now able to convert the debt associated with the site from a temporary note and use revenue associated with the district toward the debt.
