City commissioners will discuss the next steps in potentially making improvements to Pilla Park during Monday night’s meeting.
A neighborhood survey needed to be done to determine if the area was eligible for grant funding. The company working on the survey, Government Assistance Services, is confident the city will be eligible. Final confirmation should come within the week.
If so, the application for a community development block grant needs to be submitted by September. The updated project scope is going to be presented to the commission in June. Before then, the city will ask for public input on potential new amenities at the park, and costs will be included in next year’s budget discussions.
If the city receives funding, city crews could begin site preparation within 2024. There is no recommended action on this item for the commission, as they are just receiving the update from city staff.
The city is also expected to set a public hearing for April 22 for the Nottingham tax incentive financing project plan.
At this week’s Planning Commission meeting, the commission voted to approve the project plan. This set the tax incentive plan into action and reaffirmed the plan matched the city’s comprehensive plan.
Assistant City Manager Zack Daniel said the city has been collecting the revenue from the site the entire time, though. Since the city is now converting the debt associated with the site from a temporary note, the revenue can be directed toward debt associated with the district.
The commission may also adopt a new resolution to update the master fee schedules related to solar power. The updates include the addition of a commercial solar renewable base fee and an adjustment to the buyback rate.
Here are the new base proposed rates for electric commercial renewable solar:
Commercial Single Phase $45.00
Commercial Three Phase: < 10,000 kWh $61.80
Commercial Three Phase: >10,000 but < 200,000 kWh $125.00
Solar renewable parallel generation surplus energy buyback -$0.0530/kWh
